Kye Baroang

Kye serves as technical lead for climate risk and resilience work across Cadmus’ international and domestic portfolios. He manages teams and directs technical work on projects ranging from city-level sustainability plans and climate resilience assessments for U.S. water utilities (e.g., Miami, Atlanta, as well as very small municipal systems) funded by the U.S. Environmental Protection Agency to climate risk screening for over $1.5 billion of U.S. Agency for International Development (USAID) programming across various sectors and dozens of countries. Kye provides technical leadership across all climate-related activities for the $50+ million USAID Environmental and Social Safeguards Support contract, ranging from developing country-level climate assessments to promoting climate resilience for USAID’s $3+ billion global health supply chain. He leads tool development; training and workshop programs; and policy/process alignment for integrating resilience into planning, design, and operations.

Previously, Kye held research and project management positions across various centers at Columbia University, where he led climate risk management activities for developing countries, with a focus on water, agriculture, and urban planning. He served on the adjunct faculty at Columbia University’s School of International and Public Affairs (SIPA), where he co-led courses on international climate policy and planning. Kye has published and presented widely on climate risk, adaptation, and disasters, including contributions in a Cambridge University Press manuscript, Elsevier’s Treatise on Water Science, and peer-reviewed journals.

Kye holds a Master of International Affairs (MIA) from Columbia University’s SIPA, with concentrations in both environmental policy and Urban Policy, and a bachelor’s degree from Rice University with dual majors in economics and policy studies.
