Brian Hedman
Principal
Brian brings our clients the perspective of more than 30 years of experience in the energy industry. He has successfully managed hundreds of energy efficiency and demand-side management (DSM) projects, ranging from evaluations of residential and small commercial incentive programs to studies for large commercial and industrial custom programs. He brings to these engagements a deep background in rates, regulation, policy, economics, and resource planning.
Brian was previously a leader at PacifiCorp, where he managed rates and regulation, DSM policy, and integrated resource planning for two decades. While there, he led the development of PacifiCorp’s IRP and was a member of the company’s Environmental Policy Advisory Committee, where he was responsible for establishing policy and gaining regulatory approval for PacifiCorp’s energy efficiency programs.
Brian has testified on utility revenue requirements, DSM policy, integrated resource planning, renewable resource development, and environmental mitigation before the Federal Energy Regulatory Commission, various state legislative committees, and utility regulatory commissions in Montana, Oregon, Washington, Idaho, Wyoming, and Utah. He has a background in utility accounting, economics, rate design and cost recovery. He has advised Oregon on implementing restructuring under Senate Bill 1149 and was co-chair of a System Benefits Charge advisory panel to the Utah Public Service Commission. Brian also was Chairman of the Board for the Northwest Energy Efficiency Alliance.
He holds a master’s degree in economics from Portland State University and a bachelor’s degree from the University of Washington. His work has been published in The Electricity Journal, Public Utilities Fortnightly and various conference proceedings
