Planning for catastrophic disasters is one of our most significant challenges. In some ways, it goes against our nature. We tend to plan and exercise for what we are capable of handling and hope we can scale up. We look to our immediate past history for future risk. I have heard from many disaster survivors and local officials, “I have lived here all my life, and I never knew it could be this bad.”
