Kevin Bush

Kevin Bush leads Cadmus’ climate and infrastructure resilience work with federal, state, and local government clients. He has extensive experience building coalitions to design and execute award-winning solutions to complex problems within political environments, especially around climate, resilience, and disaster policy. During his career, holding senior federal and local government leadership roles, he has developed and managed diverse teams of over 180 staff and budgets exceeding $90 billion to support the execution of multiple projects simultaneously and achieve change. 

Prior to joining Cadmus, Kevin was appointed by the president of the United States to serve as the deputy assistant secretary for grant programs at the U.S. Department of Housing and Urban Development (HUD). There, he oversaw a multi-billion-dollar portfolio of housing and community development programs – including one of the largest disaster recovery and resilience programs; launched several new multi-billion-dollar grant programs; and oversaw the department’s compliance with environmental and historic preservation laws. Additionally, Kevin served on the Hurricane Sandy Rebuilding Task Force and the White House Council on Environmental Quality, where he focused on climate adaptation and resilience. In addition to his work in the Federal Government, Kevin served as Washington, D.C.’s first chief resilience officer, where he led efforts to prepare the nation’s capital for climate change, technological disruption, and a changing economy. He was also the chief of resilience and emergency preparedness at the District’s Homeland Security and Emergency Management Agency during the response to the COVID-19 pandemic

Kevin holds a master’s of urban planning from the University of Michigan and a bachelor of arts in business from Michigan State University. He has also been both a Presidential Management Fellow and City of Chicago Mayoral Fellow. He has contributed to numerous task forces, advisory boards, and published reports, including the Fourth National Climate Assessment and the Disaster Response Reform Task Force. Kevin’s work has received numerous awards and has been featured in the New York Times, Washington Post, Politico, Bloomberg’s CityLab, Washingtonian magazine, CNN.com, and more.
