Nick Matthews
Senior Associate
Nick Matthews provides emergency management and exercise design expertise to government and private sector customers and oversees Cadmus’ state and local emergency management portfolio. He has over 15 years of experience in emergency management, training and exercise design, and project management. He has successfully implemented high-priority, complex exercise programs at the highest levels, including for the White House, National Security Council, Department of Homeland Security, Federal Emergency Management Agency (FEMA), Cybersecurity and Infrastructure Security Agency (CISA), and state and local governments.
Nick is a recognized industry leader in Homeland Security Exercise and Evaluation Program (HSEEP). He previously as Project Manager for FEMA’s National Level Exercise (NLE) Program, overseeing NLE 2018 and NLE 2020. In this role, he coordinated the design and conduct of nationwide exercises involving over 400,000 players from every level of government and the private sector. He has led over 75 exercises of all types and sizes and for threats ranging from natural disasters to cybersecurity incidents to complex terrorist attacks.
Nick holds a master’s degree in international studies from the University of South Carolina and a bachelor’s degree in political science from Coastal Carolina University. He previously served as the Emergency Operations Center (EOC) Director for the New York City Office of Emergency Management and was recognized in 2013 as an Emerging Leader in Emergency Management by the Urban Area Security Initiative Big Cities Emergency Management Group.
