Peter E. Shanaghan

Principal

Peter E. Shanaghan brings more than 35 years of experience in federal drinking water policy, infrastructure, and security to Cadmus’ work on new and emerging topics in water and related programs.

Before joining Cadmus, Peter worked in the U.S. Environmental Protection Agency (EPA) Office of Water. Most recently, he served as a Senior Environmental Engineer and Policy Advisor, where he provided expert advice and analysis to senior managers and peers supporting EPA’s national drinking water program. Prior to that, Peter represented the national drinking water program on the taskforce developing the Water Infrastructure Finance and Innovation Act (WIFIA) program and served as the senior engineer leading national implementation and oversight of the Drinking Water State Revolving Fund (DWSRF), the largest federal safe drinking water infrastructure financial assistance program. During the development of the 1996 Amendments to the Safe Drinking Water Act (SDWA), Peter directly assisted in negotiations with congressional staff and developed innovative policy provisions that became major features of SDWA, including water system capacity development; DWSRF; Operator Certification; and variance technologies for small systems.

Peter has twice been recognized with EPA’s highest honor, the Gold Medal for Exceptional Service, as well as the Silver Medal and, on ten occasions, the Bronze Medal. He received EPA’s Distinguished Career Service Award upon his retirement from the Agency. He belongs to the American Society of Civil Engineers and the American Water Works Association. He holds a M. Eng. in environmental engineering from Rensselaer Polytechnic Institute and a bachelor’s degree from Providence College.
